The reason for this is the amount of lateral torsion exerted on the wheel by the act of steering, is sufficient , especially at higher speeds, to break the tyre/wheel seal and possibly rip the tyre off the wheel completely. Of courses legally you should not exceed 80 kms/ph (49.7 mph) anyway. I think what you missed in Anchorman's illustration were the words "Test fitted" I'm sure he did not intend to suggest that the spacesaver should remain on the front wheels.
