Title: rear disc replacement with electronic handbrake

rear discs corroded and dragging on an  18 months old car [2022 model]. Thought i would try my local independent garage but they said if the car has electronic parking brake then a special tool is needed which he does not have. Is this correct or should i try other garages in 18 months time

Why not ask a tyre/brake specialist?
